On April 25, Debrecen’s general assembly discussed the call for tenders for the renovation of buildings under local unique protection. As we previously reported, the city administration pays special attention to the historical image of the city and old-style residential buildings that serve to strengthen the civic identity, which is why, for example, it launched the Civilian House of the Year initiative. Support can then be obtained for the renovation of protected buildings within the framework of the Built Heritage Renovation Program tender.

The general assembly made decisions several times about how to protect the buildings in Debrecen based on the material prepared by the Office of the Chief Architect and the proposals made by the city defenders of Debrecen. Today, there are 305 residential buildings under local protection and over 130 properties under monument protection.
Mayor László Papp explained earlier. The goal of the tender for the Built Heritage Renewal Program, which is now starting, is to renovate Debrecen’s built heritage in order to restore the unique local buildings and building details to their rightful place in the cityscape.
What are the protected buildings in Debrecen?
According to the invitation, the total amount of the tender is HUF 200 million. Those who are the owners of buildings and parts of buildings operating as condominiums or housing cooperatives that are under local individual protection according to the local government decree on the protection of the image of the settlement can submit their application for the subsidy. The support for the replacement of external doors and windows, the restoration and renovation of facade decorative elements; and the winners will be able to use it for the renovation and replacement of the roof and shell.
A minimum of HUF 50 million and a maximum of HUF 200 million can be applied for in the tender, with a maximum support intensity of 50 percent. The remaining amount is self-reliance provided by the applicant. Support applications can be submitted between May 15 and September 30, 2024, the assessment is continuous, but will take place by October 31 at the latest. The applications are evaluated and prepared for decision by the Environmental Protection and Urban Development Committee of the General Assembly of the Municipality. The mayor makes the decision to support.
During the evaluation, the most professionally and technically grounded and detailed application, especially with regard to the existence of prior official permits and support structure expert opinion, will be given an advantage; the application that includes the complete renovation of the facade of the building affected by local unique protection visible from the public area; and a tender submitted for the renovation of a building under local unique protection located in a historic environment.
