Debrecen’s general assembly discussed the final accounts of the 2023 budget and the amendments to the 2023 and 2024 budget decrees at its April 25 meeting. As mentioned, the municipality of Debrecen collected more business tax and tourism tax than planned last year. The general assembly of Debrecen also amended the decree on determining the rent for city-owned rental apartments: the conditions of the social rent subsidy were modified in favor of the applicants.

According to the final accounts, the appropriation of the municipality’s 2023 budget was 88 billion 862 million 766 thousand 532 forints, which changed during the year by 10 billion 747 million 869 thousand 735 forints, so the total amount of revenues was realized in 99 billion 610 million 636 thousand 267 forints. The related submission reveals, among other things, that 119.64 percent of the planned business tax was met, while 120 percent of the tourism tax was met.
Socially supported persons, among other things, can get municipal apartments through a tender process. In the case of renting on a social basis, the applicant must attach the decision of the Health and Social Committee on the extent to which he/she is entitled to social rent support and the extent to which he/she is able to pay a deductible at the same time as applying for the tender. Eligibility for social rent support must be reviewed within one year from the conclusion of the contract, and thereafter annually until the termination of the contract.
Several residents of Debrecen may be entitled to receive social rent support
The related presentation highlights: the income limits have not changed for a long time, as a result of which more and more applicants do not meet the per capita income limit, therefore the number of applications being rejected and – after the review – the number of subsidies being terminated has increased significantly. Based on the records of the social department of the mayor’s office, social rent support was established for 127 applicants in 2023, in the case of 90 applications, a decision was made to reject them because the per capita income exceeded the amount specified in the decree.
Compared to the effective provisions of the decree, the income limits have been raised with regard to the amount of the minimum wage and the guaranteed minimum wage, as well as the average pension, thus more needy people will have the opportunity to successfully apply for social rent support. At the same time, the specified amount of the social screening fund will also increase in connection with the local government rent subsidy.
