The representatives decided with a significant majority, 428 yes votes, 131 no votes and 44 abstentions in addition to the extension of the decree on the suspension of import duties and quotas for Ukrainian agricultural products. This move is aimed at supporting Ukraine and is valid until June 5, 2025.

The adopted regulation allows the Commission to act quickly and take appropriate measures if Ukrainian imports – such as wheat – cause significant market disturbances in the EU or in some of its member states. Measures introduced to protect farmers include an “emergency brake” mechanism that applies to particularly sensitive products such as poultry, eggs, sugar, oats, semolina, corn and honey. If the import of these products exceeds the average quantities registered in previous periods, customs duties can be reintroduced.

As part of the agreement, the Commission undertook to initiate negotiations with Ukraine in order to further liberalize trade relations and ensure the active participation of the Parliament in this process. Sandra Kalniete emphasized that these trade support measures strengthen the solidarity between the EU and Ukraine in the face of Russian aggression. He also emphasized that these measures not only support Ukraine’s economy, but also protect the interests of European farmers.

The Council still needs to formally approve this regulation.
