167 VPN services have already been banned in Russia, but now a new list has come to light, which may increase this number to over 200. Among them is a protocol that is also known for bypassing the Great Firewall of China, so they can slowly block all services that can bypass censorship.

In Russia, since the war launched against Ukraine on February 24, 2022 – or as they call it: a special military operation – censorship has reached a new level. Many popular services and independent news sites are unavailable from the country, but Russia is still physically connected to the World Wide Web.

This is important because a VPN service can be used to bypass censorship, including otherwise prohibited websites. By the way, by using such a secure VPN, someone can hide from prying eyes, making it more difficult to observe them.

However, it seems that the Russian leadership does not like this, and they would really crack down on VPNs – moreover, this would not be their first step in this direction. Recently, it was officially confirmed that 167 VPN providers are banned in Russia.

Now, a new document signed by Russia’s Ministry of Transport may shed new light on the government’s plans to ban VPNs. The ministry sent the document to the actors of the transport sector: according to the signs, feedback is expected from the organizations that use one of the 49 services listed on the second page of the letter.

The letter a TorrentFreak strongly suggests that named services pose a potential threat to the “stability, security, and integrity” of Russia’s Internet and information systems.

In fact, of course, it could be more that VPNs make it more difficult for the government to control the narrative, say about the war – since, as already mentioned, independent news sources banned in Russia can also be accessed with their help.

List 49 mentions several well-known VPN providers. Sample TorrentFreak notes that the inclusion of a VPN on such a list usually indicates that the provider refuses to cooperate with Russian authorities. Cooperation in this case is understood as handing over user data to the Russian authorities – but this would go against the very essence of the VPN.

In addition, the 49th item on the list is an open source protocol called Shadowsocks, which is not a VPN in the classic sense. It was created a decade ago by a Chinese developer and is known for its ability to circumvent the Great Firewall of China. Since it is open source – so it can be used and modified freely – it would be difficult to get it to cooperate with the authorities. Not to mention that it can show other actors on the list in a good light, if they really got on it because they are not willing to cooperate with the Russian authorities. This can be a guarantee of their safety.

At the moment, it is not known exactly what the intention is with the named services, but in light of what happened before, they are probably preparing to ban them. Speaking of which, I would like to assess which organizations use them, so that it remains available in their case if it is essential for their operation. However, this may require government approval in such cases.
