The types of crimes committed in Debrecen are adapted to the nature of the residential area. Single-family areas and garden areas are characterized by break-ins of family and weekend houses, basement and apartment break-ins in housing estates, and violent, riotous crimes in downtown entertainment venues – reads the annex to the proposal that will be discussed on April 25 then the general assembly of Debrecen.

In accordance with legal obligations, the head of the Debrecen Police Department reports on the past year of the city’s public safety again this year. This shows, among other things, that the city’s public safety situation is greatly influenced by the fact that Debrecen’s population accounts for more than a third of the total population of Hajdú-Bihar county, and that Cívisváros is the county’s most densely populated settlement. The composition of the population, the size of the city’s territory, its agglomeration area, its nature as an economic and spiritual-cultural center, and the proximity to the state border are also important.

The number of robberies has decreased

The data refer to the year 2023 and are relative to the year 2022. Based on this, registered crimes increased by 17.4 percent and the number of registered crimes committed in public areas increased by 32.8 percent

The number of homicides also increased: while there were 3 such cases in 2022, there were 12 last year, of which 2 were intentional completed homicides. The number of physical assaults increased by five, last year the authority registered 119 such cases. The number of riots also increased, mainly in the vicinity of liquor stores and entertainment venues, resulting from acts committed by intoxicated persons.

There were more thefts compared to 2022, but the number of robberies decreased. There was less serious bodily harm, as well as endangering a minor. Non-fulfillment of the required schooling continued to be among the perpetrators’ behaviors, but unfortunately, conflict between parents or negligent parental behavior could also be identified. However, no crime of human trafficking was registered in the city either before last year or the year before.

This is the reason for most accidents in Debrecen

In Debrecen last year, there were 258 personal injury accidents, in which 5 people died, 46 people were seriously injured, and 207 people were slightly injured. Failure to give the right of way (2022: 113, 2023: 103), including ignoring road signs, was still the leading cause of accidents. In the year 2023, most traffic accidents – just like in the year 2022 – occurred between 12:00 and 18:00.

In the police department’s area of ​​jurisdiction, the police took action in 6,537 cases of priority violations aimed at reducing accidents (speeding, violation of direction change rules, violation of priority rules, drunk driving, failure to use seat belts). Using a drone equipped with a camera, the traffic police control carried out in the interior of Debrecen was specifically aimed at checking the observance of the rules for changing direction, the right of way for pedestrians, priority violations by motorists, and the use of passive safety systems. In 2023, in addition to the two locations installed in 2022, the police department together with the Municipality of Debrecen County (hereinafter: municipality) installed a traffic box at one more location, on Mák Street, based on the analysis of the accident situation and taking into account the needs of the population.

Online fraud is on the rise

The number of online frauds is increasing year by year, with 31.1 percent more crimes registered in 2023 than in 2022. In addition to the diversity of the methods of perpetration, the circle of perpetrators is also diverse, it cannot be stated that the same persons repeatedly commit fraud. One of the typical methods of perpetration is that the perpetrators offer various products for sale, but after transferring the purchase price, the product is not sent, as it usually does not exist. Fraud perpetrated on behalf of financial institutions has been known for years, in which the perpetrators call the victims in the name of the bank – often displaying the bank’s real number on the phone – and then persuade the victims to provide their bank details for various reasons.

Last year, forms of committing crimes related to embedded links were still typical, with these methods, criminals obtain bank card data or gain access to the victim’s online bank.

Among the methods, there was a case where the perpetrators created websites that were almost identical to the original, and these appeared as hits in the browser with an internet browser search, so the victim did not end up on the official website of his account manager’s bank, but on a phishing website that completely resembled it. Furthermore, a typical form of perpetration is when phishing occurs with advertisements displayed on the Internet – typically on social media – in the name of various financial institutions, where a monetary reward is promised after filling out a questionnaire. Bank card data and other identifiers are required to fill out the data sheet.
