The state imposed confidentiality as a basic condition of the agreement, which is why Pop Mert was surprised that the 2020 agreement was now made public by the Ministry of the Interior. He says that the details of the contract, but also the contract itself, were secret, and the ministry can be ordered to pay the same penalty as the victims receiving compensation in the reverse case.
