As we have reported several times before, the municipality of Cívisváros is launching a subsidized housing program, the purpose of which is to support the discounted housing rent of young workers working in the city in Debrecen. The plan was presented to the representatives on April 25. The meeting revealed, among other things, when the program will start, as well as the size and type of equipment the eligible persons will be able to apply to rent.

The economic development of recent years and the processes of the real estate market created the intention to strengthen the rental housing stock of the municipality by integrating market processes. There are currently approximately 3,000 apartments owned by the municipality of Debrecen. This number was 20,000 after the change of regime, but a significant part of them was sold between 1994-1998 by the then city administration
said Mayor László Papp. He explained that the municipality currently does not have the opportunity to start a rental housing program from its own resources.

The mayor of Debrecen said that there is interest in the Főnix housing program from both real estate developers and employers. According to the plans, the construction would start next year with a quota of 200 apartments. “I think this is a gap-filling solution to housing challenges based on reality and possibilities,” he said.

In response to a question from municipal representative István Madarasi (MSZP), László Papp said that the program includes not only new apartments, but also properties that were built no more than five years ago, or that are currently under construction, with a floor area of no more than 50 square meters. Viktor Papp, the Fidesz-KDNP faction leader, pointed out in his comments: The results of Debrecen’s economic development can also be traced in the welfare measures: the city’s tax revenue has tripled in the past ten years, so the municipality had the opportunity to launch and operate such a large-scale program as the more than 60,000 Debrecenites moving Move, Debrecen! or the free travel option for up to 16,000 students on DKV flights. The Főnix housing program is connected to this line. As he put it, subsidizing apartment rental gives young people a home, development and security.
The left also supported the Phoenix housing program
Local government representative Zsolt Gondola (Civil Forum Debrecen) pointed out that, in addition to supporting the launch of the Főnix housing program, it is also necessary to review the concept of social rental apartments. László Papp responded that the city has housing stock that can be used for social purposes, but regardless, he agrees with rethinking the concept.

According to local government representative László Mándi (Momentum), the possibility of public sector workers joining this program should be investigated. Lajos Barcsa indicated that there are already programs that help the employees of the offices. He also said that the Főnix housing program carries several messages:
on the one hand, that the city and entrepreneurs can work together in the long term for the development of Debrecen, on the other hand, sustainability will also play an important role, as the design of energy-efficient, low-maintenance apartments will be a requirement.
Next year, people under the age of 35 can apply for housing rental support
As we explained earlier, the Főnix housing program is a subsidized housing program starting in 2025, implemented with the participation of market players, which helps young people working in Debrecen to find housing. The purpose of the support scheme is to provide affordable, low-maintenance, high-energy-efficiency apartments for employees under the age of 35 working in Debrecen, so that they can plan their lives and careers in the urban city.
The subject of the program is 200 apartments built within 5 years prior to the launch (2025), with a floor area of at least 30 and no more than 50 square meters, with predetermined standard technical content (kitchen furniture, refrigerator, hob, oven, basic bathroom sanitary ware) drawing in a standing contingent, and then forming a lease of a residential property that can be used by single employees or a family of no more than 2-3 people.
This year, employers and real estate developers will be tendered, and in 2025, the municipality will consult with the employees according to the plans. The 200 properties are only indicative, the amount will be determined by the number of requests received from employers.
