Promoting independent housing for young people entering university – Call for tenders

1. The purpose of the application:
   The Municipal Government of the City of Kecskemét with County Rights wishes to support from its own resources those educated young people between the ages of 21-35 who are starting their careers, for whom starting a family is not yet on the agenda, therefore they cannot use government support forms subject to such conditions (e.g. CSOK, baby loan, etc.) . By improving the chances of starting life for working young people, the municipality wants to promote the settlement and retention of skilled young people in order to rejuvenate the local population and further increase the city’s economic competitiveness.
2. The available amount:
   The amount available to support the tender is HUF 30,000,000 per year, i.e. thirty million forints, for the appropriation number 3242192 included in Annex 2 of Municipal Decree No. 22/2023 (XII.7) on the 2024 budget of the Municipality of Kecskemét County. After the end of the first round of the tender, approximately HUF 8,000,000 is still available in the current tender.
3. The amount and form of support that can be applied for in the application:
   As an applicant in the tender, you can apply for a non-refundable subsidy of up to 50% of the monthly rent, with a maximum amount of HUF 50,000 per month.
4. Terms of use of the support:
   In the framework of the application, support can only be provided for the payment of the obligation to be fulfilled in the form of a rental fee arising from an apartment rental agreement that meets the objectives of the application. Utility costs related to the rental property cannot be accounted for in the tender. It is mandatory to provide own funds of at least 50% of the monthly rent for the application.
5. Duration of support:
   The subsidy can be paid for the period between February 1, 2024 and December 31, 2024, but for a maximum of 11 months or until the lease is terminated. The same person can apply again two more times (subsidy can be granted to the same applicant for a total of 36 months)
6. How to support:
   The amount of the grant is transferred monthly by the Tenderer by the 10th of each month. If the beginning of the lease relationship is earlier than the conclusion of the subsidy contract, the subsidy amount can be paid in a lump sum retroactively for a maximum of 3 months from the submission deadline.
7. The range of persons entitled to participate in the tender:
   A valid natural person who has reached the age of 21 but not yet reached the age of 35 can apply who

– Hungarian citizen,
– able to act,
– criminal record,
– has at least a high school diploma and a professional qualification,
– has a contract certifying a fixed- or indefinite-term employment relationship of at least 1 year (employment relationship, public service relationship, government service relationship, scholarship employment, etc.) concluded with an employer based in Kecskemét and certifying that he/she has worked in a field corresponding to his/her education,

– in the case of establishing a new workplace, undertakes to submit to the Tenderer a certificate of the existence of a legal relationship to work (employer’s certificate) within 30 days after the end of the trial period,

– has a valid apartment rental contract from a private individual or company, which is either for an indefinite period or, in the case of a fixed-term apartment rental contract, at least 6 months remain until the termination of the contract, counting from the submission of the application, and the property that is the subject of the contract is located in the administrative area of ​​Kecskemét and is not social housing,

– declares that the co-tenant moving into the apartment with him or living there did not submit an application for the same subsidy to the Auctioneer based on the same rental agreement,
– undertakes to certify to the Auctioneer by the 15th of each month that he has paid the rent for the relevant month to the lessor.

8. When evaluating the application, it is an advantage:
   If the applicant so-called employed in a “shortage profession”. These include, in particular, jobs in the following sectors related to the performance of municipal and state tasks:
   – healthcare service,
   – social administration,
   – public education,
   – cultural activity,
   – city management,
   – law enforcement,
   – disaster recovery.
9. Content elements of the application:
   – applicant’s identification data: full name, place of birth, date of birth, birth name, mother’s maiden name, permanent address, mailing address, tax identification number, bank account number, telephone number and electronic contact information;
   – identification data of the employer: name, seat, registration number/tax number;
   – data relating to the rental property: map number, address, floor area;
   – data concerning the lessor: full name/company name, mailing address/headquarters, telephone number and electronic contact;
   – the applicant’s declaration that
   the. accepts the conditions contained in the call for tenders,
   b. is not subject to debt settlement proceedings,
   c. has no public debt due more than 60 days in accordance with the Act on Taxation.

At the request of the Tenderer or other bodies involved in the preparation of the call for tenders, the applicant is obliged to properly verify the statements contained in his tender within the specified deadline.

10. Support application, application document:
    The grant application form and other documents related to the tender can be viewed and downloaded from the website of the Municipality of Kecskemét County (www.kecskemet.hu) and the website of the Tenderer (www.kktk.hu).
11. Mandatory documents and certificates to be submitted for the application in pdf format:
    – legible copy of identity card / driving license / passport,
    – official moral certificate,
    – a copy of the rental agreement,
    – copy of employment contract / employer’s certificate,
    – document certifying education (diploma, diploma, certificate),
    – official bank document/bank account statement confirming the bank account number,
    – certificate of exemption from public debt.
12. Application submission deadline:
    April 30, 2024, midnight
13. How to submit the application:
    Applications can only be submitted by filling out the form attached to the call for tenders, and its a [email protected] can be submitted by sending it to e-mail address. The documents and certificates specified in point 11 must also be attached to the application in pdf format.
14. Deadline for evaluating the application:
    May 24, 2024
15. Evaluation of the application:
    Applications are judged by the Auctioneer’s board of trustees.
16. Method and deadline for notification of the result of the application:
    The Tenderer will notify the applicants of the result of the application within 8 days after the end of the evaluation deadline.
    In the event of an application submitted with incomplete content, the Tenderer may invite the applicant to fill in the gaps.
    The deadline for filling in gaps that can only be submitted electronically: May 10, 2024, 12:00 p.m.
17. Support contract:
    In order to disburse the support, the Tenderer concludes a support contract with the winning applicants. The draft of the grant agreement forms an attachment to the notification letter on the result of the application.
    The deadline for concluding the contract is May 31, 2024.
    When concluding the contract, the winning applicant is obliged to personally present the documents and certificates listed in point 11.
18. Provisions regarding the management of personal data:

General Data Protection Regulation of the European Parliament and of the Council No. 2016/679 (April 27, 2016) on the protection of natural persons with regard to the processing of personal data and on the free flow of such data, and on the repeal of Regulation 95/46/EC (GDPR) in accordance with Article 6 (1) point e) is necessary for the performance of a task performed in the context of the exercise of public authority authority. In order to exercise the right of public authority, the personal data provided to the Bidder is provided by the Sponsor in accordance with Act CLXXXIX of 2011 on local governments in Hungary. TV.
