The amount is determined by the minister responsible for the supervision of state assets, based on the Health Act.

In essence, the government is offering the price of a two-room apartment in Zugló with a balcony as compensation to a private infertility clinic, which was made impossible by a law amendment last year.

On the government’s official website, among the drafts submitted for public debate, the decree that establishes the level of state compensation for the Human Reproduction Institute Kft. (also known as Versys clinic) was recently published.

Based on this, Minister of Economic Development Márton Nagy

would recommend a total of HUF 59,516,000,

because he closed the Budapest institute that performs hundreds of flask treatments a year.

They are not refugees

As we wrote, the government gradually took control of the flask sector after 2019. As a first step, in 2019, six institutions that had been in private hands until then were brought under state control, and last summer the Parliament also adopted the decree, which states that from July 1, 2022, eligible women can only be treated at state infertility clinics.

The reason why this was necessary has not been revealed since, Gergely Gulyás, the minister in charge of the Prime Minister’s Office, pointed to funding abuses.

Of the three remaining private clinics after the state buyout, the Róbert Károly Infertility Center was eventually taken over by the state, but a similar offer from the Reprosys Fertility Center and Versys Clinics was rejected, so their operating licenses expired last year, and they can no longer perform infertility treatments.

Sixty million

The amendment to the health law already said that closed clinics must receive state compensation. The amount of this is equal to the sum of the average of the balance sheet results from the economic activities of those affected by the state takeover of the five business years prior to the loss of their operating license.

The amount of compensation is established by the minister responsible for the supervision of state assets. In the case of Versys, this has just happened, and this is how Minister Márton Nagy established the compensation of almost HUF 60 million. The question is, of course, how much this sum is in proportion to the closing of an operating clinic.

There is no word on whether the other affected clinic, the Reprosys Fertility Center, will receive any compensation. In an interview with hvg360, Dóra Vestztergom, the head of the Human Reproduction Directorate, said that the closed private institutions were practically taken over by the state, “the doctors and specialists of Reprosys continued to be employed and the storage of the embryos was also resolved”.

In addition, they have already submitted their proposals to the government for the transformation of infertility care, among which are the arrangements for egg donation and genetic testing of embryos. However, they do not touch the free service and the 45-year-old age limit.

Dóra Vestztergom: By centralizing the infertility institutes, the state took on a huge responsibility
